[InDev 32b / Windows] Steam does not realize when users closes the game

When closing the game Steam somehow does not realize the game has been closed.

 

When trying to restart the game, Steam gives the following message.

The only way to fix the issue is to restart Steam.

 

When restarting steam, I get this message

It will wait forever if I just wait, so I have to press "exit now".

 

After restarting Steam, everything is back to normal.
