[14-08-2020 -- Build Update 1c / Windows 10] - Received -10% spell cost for Divine Blessing from a Reward Box. However, spell still costs 1500 Influence as per default, instead of the expected 1350 (bonus is not being applied).

Is this relevant for this report? Seems like a game logic bug (eg. wrongly set / recognised flag; faulty Math) rather than something to do with system specs (i.e. not a crash / hang / performance issue).
After receiving a Divine Blessing Spell Cost Reduction boon, I went in-game and found that the spell was still at its default of 1500 Influence.
1) Received Gildad's Salve (-10% Spell Cost for the Divine Blessing Spell)
2) Went in-game to cast the Spell (World Map > Visit Region).
3) EXPECTED: Divine Blessing now costs 1350 Influence to cast.
4) RESULT: Divine Blessing still costs its original of 1500 Influence to cast.
All other Spell Cost Reduction boons have applied correctly so far. Only this Spell seems affected at this time.
