By logging how much a tile has been travelled, you could make it eligible for an automatic road upgrade ( walked 20 times a day = dirt, 40 times a day is wood etc.. )
Then make the waymakers automatically find and upgrade eligible tiles, the resources are easy enough to get when you invest in roads, and you could always zero out the waymakers if they use too much resources.
Less upgrading the roads over and over again to get rid of the mix of road tiles
